ChangeUp
ChangeUp is a Government initiative that has been developed from the Government’s cross-cutting review of the voluntary and community sector’s role in public service delivery. This initiative is designed to modernise and improve voluntary and community sector infrastructure (agencies that provide support and services to voluntary and community organisations).
The vision of ChangeUp
“…By 2014 the needs of frontline voluntary and community organisations will be met by support which is available nationwide, structured for maximum efficiency, offering excellent provision which is accessible to all while reflecting and promoting diversity and is sustainably funded.”

Although the support needs of frontline organisations vary, the key ones identified in the strategy are common to all: Performance Improvement; Workforce Development (including Human Resources); ICT; Governance; Recruiting and Developing Volunteers; and Funding VCS activity.
Capacity Builders
In June 2005 the Home Secretary announced the creation of the Capacitybuilders agency. Backed by a further £70 million over the next two financial years, this new sector-led agency will manage the ChangeUp framework at arms length from government.
