Learning in the Community (LiNC)
Target group: Voluntary &
Community groups working or based in one of the six Boroughs.
Focusing, in particular, on people who would not usually consider
mainstream education for example: refugees, lone parents, ethnic
minorities and disabled people.
Project start date: November 2002
– December 2004
Aim: To provide a brokerage role and
administer grants to local groups for community learning
activities. Groups were supported to develop appropriate courses
themselves, taking into account the specific needs of the people
they worked with. The project also developed model contracts
between colleges and the voluntary and community sector and an
accredited tutor training programme.
Funding: The London South Learning
& Skills Council and European Social Fund.

“The overall opinion of all the learners was that the
training course was ‘fast and fun’ as one learner
put it, ‘Brilliant! I learned a lot’ as another put
it and ‘Demanding but very, very interesting – an
eye opener!’ as a third learner added. All said they
would recommend it to others.”

“In Merton LiNC has funded 15 local organisations to
deliver a wide range of adult learning
projects……The project has been enormously
successful, exceeding its targets on recruiting learners and
progressing a proportion of learners onto mainstream
education…….The role of the SLCVS Partnership has
been essential to the successful delivery of the project on the
ground…..”
